The Covenant of Mayors: The Contribution of Local Actors Towards a Sustainable Europe - A ManagEnergy Annual Conference Event - 29 January 2008
The Seventh ManagEnergy Annual Conference on Local Energy Action took place in the Charlemagne Building, Brussels from 29 January to 31 January 2008 as part of EUSEW 2008: The Second EU Sustainable Energy Week, with more than 400 local and regional energy actors participating in the plenary event.
Andris Piebalgs, Energy Commissioner formally presented and endorse the launch of the Covenant of Mayors, together with elected representatives of key European cities including London, Milan, Helsinki, Riga and Berlin.

The conference provided evidence from some of the most inspiring European regions that have implemented highly successful sustainable energy programmes to support the local economy. Speakers presented iconic energy projects from regions including Navarra (Spain), Samso (Denmark), Gussing (Austria), Apeldoorn (Netherlands) and Gothenburg (Sweden). Delegates learnt about these exemplary projects and debated how this best practice can help with their own ambitions of achieving low-carbon competitive regional economies.

 The implementation of EU policies and directives in the field of energy and transport is often linked with great possibilities and opportunities. Nevertheless, it is also associated with difficulties arising from administrative, legal, technical and practical obstacles. This is a common problem for many local and regional European authorities.
The purpose of this conference was to give local and regional representatives an opportunity to discuss this practical work with other European regions and cities to obtain new ideas and inspiration on how to work towards sustainable regions and municipalities. Several EU projects financed under the IEE and INTERREG III B and C programmes took part in the discussions and shared their experience and knowledge. Training for energy agencies and local and regional representatives was also included in the programme.

Fifth European Conference on Sustainable Cities & Towns - Sevilla 2007
"Taking the Commitments to the Streets" - 21-24 March 2007, Seville, Spain
More than 1500 delegates committed to sustainability took part in this event. The Conference built on the success and tradition of European local governments to meet, to exchange and to concretely commit to advancing sustainability in Europe. It followed the series of conferences held in Aalborg 1994, Lisbon 1996, Hannover 2000, and Aalborg 2004.
Participants gained an insight of the progress and achievements in local sustainability in Europe, made through the implementation of the Aalborg Commitments and Aalborg Charter, and thus to foster sustainability in cities and towns.

Open Days 2005 - European Week of Regions and Cities - 10-14 October 2005, Brussels, Belgium
From 10 to 14 October the Open Days 2005-European Week of Regions and Cities was held in Brussels. These events were organised by the Committee of the Regions and Regional Policy Directorate-General (DG Regio). They coincide with the "Week of the Valencian Region in Brussels".
The leaders of the Valencian Region in this consortium wanted to illustrate the transition of the regions covered by the Objective 1 of the Structural funds to a new category of more developed regions that will be incorporated in the new Objective Competitiveness and Employment. This transition is possible because of our own economic growth and the efficient investment of the European funds we received.

"Showcase Wales" - Mid Wales Energy Agency Launch Event - 1 October 2004
Mid Wales Energy Agency (formerly Powys Energy Agency) was officially launched at this event called "Showcase Wales" at The National Library of Wales, Aberystwyth. The event was opened by Andrew Davies, Assembly Member for Economic Development.
As well as launching the Energy Agency, a series of varied workshops were held and a very successful business brokerage event took place. The consultation period for the Draft TAN 8, planning guidance for renewable energy finishes on 8th October, and facilition of responses through the workshops also took place at "Showcase Wales".

This
ManagEnergy Workshop took place in Berlin, Germany in conjunction with the
European Conference on Public Private Partnership.
In September 2003, more than 250 energy agencies throughout Europe had so far been created with Community support through the SAVE programme. From the experience gained, the Energy Unit of the European Commission Directorate-General for Energy & Transport now has an overview on the reasons for success or failure of the energy management agencies. Training in management of agencies becomes then a most relevant topic to energy agencies, with an even more particular interest for recently created agencies.

Energy education, bringing the energy awareness to schools - A ManagEnergy Annual Conference Event

It is recognised that teachers often lack the training in adequately responding to questions related to energy efficiency, renewable energy sources and the rational use of energy. School curricula often do not offer the flexibility to integrate such subjects in teaching. Although many local authorities and private entities employ well trained energy advisors, they often lack the access to the education sector to offer their knowledge and experiences.
The energy education conference during the EUSEW 2008 with the slogan "bringing energy awareness to school" primarily addressed those barriers. The participants discussed the opportunities for introducing energy education into national curricula and the role of a pan-European exchange between authorities, schools and energy experts for enhancing teaching capacities. The aim was to develop strategies that will help actors in the field of energy education to get the subject to the children.

Education Today for Tomorrow's Energy Users brought together key actors involved in bringing quality energy education to the decision-makers and energy users of tomorrow - from educators to national education authorities and local energy agencies. This was the first event in the Sixth ManagEnergy Annual Conference 2007, which this year was part of the EUSEW.
The event included the launch of the 2007 ManagEnergy KidsCorner Photo and Drawing Competition.

European conference on education on energy - 22 September 2006, Paris, France
On 22 September, ARENE Ile-de-France organised a European conference focussing on Education on Energy. This event, which took place in Paris, gathered speakers from the energy world as well as from the field of education.
The conference was organized within the framework of the Intelligent Energy – Europe programme (IEE) and targeted teachers, environmental education actors, elected officials, energy agencies and managers and practitioners from the fields of environment and sustainable development.

Think Globally Act Locally: Third International Pupils' Conference 2006 in the area of Sustainable Energy "Renewable Energy in Theory and Practice" - 20-21 April 2006, Cieszyn, Poland
The aim of this international conference was to improve communication and cooperation in the area of energy saving, renewable energy, hydrogen and fuel cell technology between pupils from Poland, Czech Republic, Slovakia and other countries from all over the world.
The essence of this International Conference was the exchange of new solutions in the form of presentations of the new ideas in renewable energy research as well as the hydrogen and fuel cell technology issues.
The pupils from secondary schools were introduced to the subject by various
associations, institutions and businesses. All of them should encourage pupils to look for the prospective use of energy saving practices, renewable energy, hydrogen and fuel cell technologies in the community, regional, and in the business fields.

The status of the EPBD implementation is a hot topic. What is the present status? What are the trends? The EPBD Buildings Platform collects all relevant information and keeps up to date with current developments by offering a range of services; short information papers, a helpdesk, FAQ, a publications database, ...
This event, focused on the last progresses in the EPBD implementation: the current status of implementation and the developments to be expected in the future, notably in relationship to the EPBD Energy Service Directive and the EC Action Plan. Also the status regarding to the CEN standards was laid out. In the second part, practical questions related to the implementation were discussed thanks to the presentation of results of EPBD related SAVE projects.

Across Europe today, cities and municipalities are struggling to incorporate energy issues in a sustainable way into the heart of the decision-making process. Energy and environment concerns need to be considered alongside financial and social issues.
This conference, which took place in Malmö, Sweden from 14-15 June 2005, was aimed at those working with sustainable urban development in public bodies and the private sector in Europe. The conference was preceded by a separate kick-off event for the UK/Sweden partnership for environmental technologies and sustainable construction.
The programme included workshops and study tours and covered energy, transport, construction and partnership.
European Commission staff and ManagEnergy made presentations at this event and the event was streamed live on the

The new EU Directive on the Energy Performance of Buildings (EPBD) acknowledges that a change in strategy is necessary, requiring each Member State to create a clear legislative framework that will deliver the energy saving potential in the building sector. In order to transpose the directive into national law by the beginning of 2006, Member States are facing a whole series of obstacles, such as a lack of awareness and action by the relevant target groups or a lack of transparency and coherence in terms of existing labelling standards. Therefore adapting and implementing national building codes and labelling schemes by national key actors and multipliers represents a considerable challenge for all EU Member States.
The ENERCERT conference hosted by the
Deutsche Energie-Agentur GmbH (dena) aimed to help all those involved overcome these obstacles. The conference aimed to enable a concerted effort to be made to improve, promote and implement national building codes and Energy Performance labelling schemes by providing a platform for the international transfer of knowledge and experience. Assessing and comparing national schemes and best practices for the energy performance certification of buildings should foster synergy effects and harmonisation between countries. Providing an overview, exchanging experiences and transferring knowledge on specific labelling instruments should facilitate the definition of national standards and match suppliers of tools to potential users.

Green Paper on Urban Transport: Towards a European policy for urban transport
4 June 2007
"The Green Paper and its follow-up activities will form the basis of a genuine European policy on urban transport, one which reinforces policies at other levels of government in particular the cities themselves", Commission Vice-President, Jacques Barrot, in charge of transport, 4 June 2007.
The consultations to prepare a new
Green Paper on Urban Transport ended on 4 June with a major stakeholder conference in Brussels,
"Towards a European policy for urban transport". The event gathered around 350 participants from all sectors with an interest in urban transport. High level representatives from cities and from the European Institutions presented their expectations of the Green Paper, commented on results of the consultations, and addressed the added value of actions at European level.

Urban Transport: Problems, Solutions and Responsibilities

Urban transport can significantly contribute to achieving policy objectives in areas such as climate change, energy efficiency, congestion, alternative fuels, modal split, road safety, industrial competitiveness, environment, health and social inclusion. This first stakeholder conference linked to the new Green Paper on urban transport brought together representatives from all the sectors that have an interest in the Green Paper. Representatives from the European Commission outlined their plans for the Green Paper. High-level political representatives from the different European institutions and from European cities will present their expectations. During this conference particular attention was paid to the question of subsidiarity and governance. The conference was closed with an intervention by Commission Vice-President Barrot.

Green Week 2008 - Changing our Behaviour
3-6 June 2008
The ManagEnergy support team ran a stand during the 2008 edition of Green Week. This year the Green Week, under the slogan “only one earth” looked at sustainable use of natural resources (including sustainable production and consumption).
ManagEnergy took this opportunity to present its tools and services to a wide range of stakeholders, regional delegations in Brussels, local authorities, associations and officials from the EU institutions.

Promotion of the Rights of Energy Consumers Conference
6 May 2008
The European Commission adopted, on 5 July 2007, a communication entitled "Towards a European Charter on the Rights of Energy Consumers" and at the same time launched a consultation on this issue which has resulted in over 70 contributions from across the EU.
As a follow-up, the Commission organises a conference in Brussels on 6 May 2008. The half-day conference, hosted by Commissioners Meglena Kuneva and Andris Piebalgs, will:
- officially present the results of the consultation;
- launch the Citizens' Energy Forum announced in the Third Internal Energy Market Package of 19 September 2007. In parallel to existing fora dealing with electricity and gas markets, this Forum will focus on specific retail issues, and involve all stakeholders in building an EU-wide retail market.
- propose a new approach to informing consumers by means of a European Energy Consumers' Checklist, designed to answer questions about local or regional retail markets. The Commission will prepare a list of relevant questions and invite national stakeholders to provide answers that will form an easily accessible data pool containing comprehensive local information in the consumer's language.
- propose a list of voluntary commitments by stakeholders, aimed at cooperation and improving rights beyond the existing legal framework.

How to achieve the Energy Saving Potentials of cogeneration in Europe?

The European Commission, the International Energy Agency and COGEN Europe jointly hosted this ground breaking seminar. It was a high level event where the opportunities of cogeneration to contribute to Europe's energy efficiency goals were debated and explored. The seminar brought together Andris Piebalgs - Energy Commissioner, Nobuo Tanaka - Executive Director of the IEA and Claude Turmes - Member of the European Parliament, along with the practical experience of professionals from the city of London, energy intensive industries and EU Member States. An open session for debate followed the formal presentations, and summarised recommendations for EU energy policy.

EU Sustainable Energy Week is the reference point for sustainable energy issues in Europe. The events organised cover key topics of sustainable energy and stress the need for everyone of cooperation - from renewable energy sources to energy efficiency, from EU policy to local action, from distributed energy to planning, from technologies to markets, from legislation to behaviour and education, from buildings to transport. In this context it is important to highlight the role of many different actors.
The Strategic Energy Technology (SET) Plan signals the technological breakthrough and is becoming the milestone in the continuing development of European energy policy. It is proposing ways forward while clearly identifying some of the initial barriers to the development of emerging and innovative technologies for cleaner, reliable and sustainable energy across Europe. To ensure success, the Plan requires the support of many stakeholders, including governments, industry, non-governmental organisations and research communities. Equally, it is essential that there is a robust understanding of the major strengths and weaknesses concerning the research environment, investment opportunities, international cooperation and support from industry and utilities in achieving these goals.

7th Interparliamentary Meeting on Renewable Energy Sources
5-6 October 2007
The 7th Inter-Parliamentary Meeting on Renewable Energy Sources ended successfully with the adoption of the
Berlin Declaration 2007 by the attending parliamentarians.
More then 60 Members of Parliament and 40 experts from the European Commission, the German Government, NGOs, industry, the media and science discussed during the 2-day conference in the German Parliament the most recent developments in the field of EU policy on renewable energy.
Main issue was the upcoming EU Framework Directive on Renewables which is expected to be tabled by the European Commission in December 2007.
In the coming months, the role of Members of Parliament all over Europe is crucial for the development of an ambitious EU Framework Directive on Renewables.
Therefore, EUFORES asks all Members of Parliament to implement the following activities within their Parliaments:
- Parliamentary Hearings or Committee Discussions on the upcoming Framework Directive on Renewables and the related national Renewable Energy Action Plans (RAPs).
- Parliamentary questions towards their Government on the Directive and the RAPs.
- Raise public pressure and awareness in their country during this crucial moment for the EU Renewable Energy Policy and show the options of implementation in your country.

This half day event focused on presenting and discussing the key preliminary results of EURELECTRIC's project "The Role of Electricity". This project has been undertaken by universities, consultants and experts. The project covers the areas of electricity demand, supply and scenarios for 2030-2050.

Biorefineries use renewable raw materials to produce energy together with a wide range of everyday commodities in an economic manner. Decreasing our dependency on fossil fuels reserves and boosting rural development, biorefineries are seen as a very promising route to meeting our aims for sustained prosperity and preserving the environment.
This conference organised by the European Commission with support of the Finnish Presidency aimed to present the industrial perspectives of current and future biorefineries and to identify opportunities for and synergies among the European stakeholders. The conference provided a forum for a technical review of the state of the art for biomass fractionation and conversion technologies. Furthermore, RTD success stories were described and analysed, and the existing European technology platforms on biofuels, forest-based sector, plants for the future and white biotechnology were presented.

The main focus of the 2006 Conference was competitiveness, with the aim to create a platform to debate this growing issue and our industries' contribution in building competitive and sustainable European energy market. The speakers focused on both market conditions and political framework with particular attention to energy efficiency, emissions trading debate and use of renewables.
This event featured key note presentations on "European energy policy. Only a luxury?" by Andris Piebalgs, Commissioner in charge of Energy and "For a systemic approach to our energy future", Claude Turmes, Member of the European Parliament.

8th Regional Energy Forum - FOREN 2006: Towards a Regional Partnership in Energy for Sustainable Development - 11-15 June 2006, Neptun-Olimp, Romania

Biomass Action Plan - 1st External Stakeholders Group Meeting -

In 2001, total biomass production for energy purposes was 56 Mtoe. To achieve the European Union's RES 12% target, 74 Mtoe more are needed by 2010. Each sector has to contribute the following indicative additional amount of biomass energy: electricity 32 Mtoe, heat 24 Mtoe, and biofuels 18 Mtoe. This would lead to a total biomass accumulated energy production of 130 Mtoe in 2010.
This additional biomass production can only be achieved in the short term with strong and targeted measures and actions in all three sectors (electricity, heat, and biofuels for transport) and a better coordination of EU policies. The Community Biomass Action Plan shall ensure the achievement of this objective.

Over 150 people from 28 countries attended the successful launch event of Green Power CEE. The feedback was excellent with 84% of the evaluations received rating the event as either: very good or excellent!
The event was highly interactive, with many questions, much debate and a lot of networking around the mini-exhibition - the chairmen had to work hard to keep the packed schedule to time.
Among the highlights was the launch of UNEP FI's CEE Taskforce and OTP Bank announced their membership. There was another welcome announcement from the EIB of their increased support for renewables (to reach 50% of all electricity generation investment by 2008) and in particular for the CEE region. The EIB also declared that they were adapting to support financial intermediaries with the resources to evaluate the smaller scale of RES projects.

Hidroenergia 2004 - International Conference and Exhibition on Small Hydropower - 17-19 June 2004
Organised by ESHA (European Small Hydropower Association) and SERO (Swedish Association for Renewable Energy, Hydropower section) the International conference HIDROENERGIA 2004, held in Falkenberg, Sweden from the 17 - 19 June has been a big success. More than 200 participants gathered to discuss the challenges and advancements of the SHP sector. Such an international discussion and information exchange is particularly imperative now as the European Commission has just published a report on the implementation of the RES-e Directive and as the Water Framework Directive is implemented in the different EU Member States. [Note: this was not a ManagEnergy event]

Renewables 2004 has adopted the following outcomes:
- A Political Declaration containing shared political goals for an increased role of renewable energies and reflecting a joint vision of a sustainable energy future, which provides better and more equitable access to energy as well as increased energy efficiency.
- An International Action Programme, including actions and commitments by governments, international organisations and stakeholders. Responding to the "Call for Actions and Commitments" that was published before renewables 2004, conference participants contributed to the Action Programme with voluntary commitments to goals, targets and actions within their own spheres of responsibility.
- Policy Recommendations for Renewable Energies that can be of benefit to governments, international organisations and stakeholders as they develop new approaches and political strategies and address the roles and responsibilities of key actors.
